Lessons Learned
- Documents can be hard to obtain - even when public (for example, the joint review panel hearing transcripts).
- Project acceptance may have been pushed by a political agenda to make the province energy independent.
- Project follow-up procedures are often developed in real time. However, these procedures should be addressed earlier in the process to enable public transparency.
- It can be difficult to establish a baseline when there is a lack of data from both the project area and comparable systems.
- Transparency and clarity in the documents should be improved. Information in this EIA was not well organized.
- The number of years from the registration and conception of the project can be very high.
